My friend has a set of 13 inch steels from a .cool, Dont know if that helps

Passat/G60 steels are what you're looking for.

You might find some alloys cheaper though!

also came on the last of the 4 stud passats, theres something like 100 still available through the vw dealer network in the uk last time i looked. they arent that expensive, 134 quid for 4.

As t18con says I believe the G60 Steelies are around £35 each new from VAG... part number is: 357 601 025M
They're 15x6" et38 from memory

G60’s plus tyres is gunna cost just shy of £300. Not sure if I’m best going for a set of used 16’s from ebay.

Would the cupra be too low on 15’s running 195/50/R15 and H&R Cup kit?

It'll be low but probably doable... I used to run 15" superleggaras on mine.
I've a set of brand spandly 15x7 MOs still in the boxes that I was going to run on mine as they'll go over brembos... ET20 so fill out the arches a little more.
£300odd should see you a 2nd hand set of wheels, but you'll probably find you'll not have much in the way of tyre life in them!

well i've found some G60 wheels in really good nick with 2 good tyres for £150, so would come to around £210 with 2 new tyres from mytyres.co.uk

think its worth it?
