LED headlight install. (H7 low beam)

I replaced my low beam headlights with Philips LED headlights (H7, 12V). The regular halogens all lose brightness quite fast after being installed.
My issue is as follows:
Stationary: both left and right work fine
Starting up: Left LED flickers.
Turn on high beam: Right LED (low beam!) now flickers, left LED no longer flickers.
Can someone enlighten me?

It must be some kind of incompatibility if it doesn't give an error not all leds are compatible try other leds.

The dashboard tells me to "check left/right headlight" after it has begun flickering. On startup it lights it, and does not detect it as missing. I will try putting capacitors in parallel and some other fixes before giving up.

What tool would I need for this if I can ask? I thought the tool might be too expensive.
