Front Bumper Paint Flaking (with pic)

*apologies for the dirt - pre clean!

You can just about see a line where the paint has come away above. I've had this on the front bumper of my Y Reg Ibiza for a while and always cleaned round it - however curiosity has got the better of me and I want to know why it's flaking away! Also, why is there another layer of paint beneath that which is coming away?

Can I do anything to sort it beside a re-spray of sorts? Expensive?

Want to get it sorted if poss before I part-ex / sell it for the LCR

has it had a knock looks like the panels dented to me they do them on the spot repairs about £80 pound seen it on tv looks damn good

Its just laquar peeling, happens cause seat used rubbish paint, lots of people have the same problem. Usually its cause by a stone chip, then water creeps under it and then flakes off leaving a nice mess
