Fog light not working low voltage

Hello

I hope that someone can help me with my problem!
I went to get TÜV on my car last week but sadly it didn't pass because my rear fog light doesn't work! I changed the bulb but still nothing. I measured the voltage on the two cables connected to the rear light(one connector). One is 12v and the second one only 0.62v. I closed the latch on the boot so the car would think its closed. Also tried with the engine running.
I visually checked the ground and cables and everything looked good. When i turn the fog light on the dashboard light comes on but i don't get a message saying that my light is broken. Also the last couple of weeks my car would show a fault with the headlight level sensor every time i drove it but only after driving for 20min+.
I tried disconnecting the battery for a few minutes and connecting the + and - cables together.
Cleared all the fault codes with OBD11.
Searched on google and youtube but found only one person with a similar problem. The owner ended up replacing the BCM that cost him 900$.
My car is Seat Leon Cupra 280 2014

I would really appreciate any tips or help!

Leuchte12NL LB45 is supposed to be the settings for the rear fog light on a left hand car but everything is empty on my car. Is it supposed to be like this? Can someone please check on their own car for me?
