Yup closes them and will also open them all if you hold down the opposite button. Has done on my 06, 08 and 58 plate leons.

Why dont the dealers use it as a selling point when offering the car to you?

Because it's a gimmick which you never use rather than something which is actually worth having? When I leave the car having had the window down I just use the standard buttons on the door to put them up, get out and lock the car.

I think it's excellent when it comes to pay and display car parks.

Why squeeze urself through the door to put the ticket on the dashboard when you can use open and close the window....

The problem I found was that I couldn't turn the engine off until the windows were up, I found it annoying to sit there for ten seconds or so with the engine running until the windows finished.

What happens if you turn the engine off but leave the key in? because mine still works then even with the ignition off, also does your radio work with no key in? As this may be a perminent power problem.
What year is your leon?

Mine works fine with the keys out for about half a minute. The only issue I have is that the motor is buggered on the drivers side I think and so the window sometimes won't shut automatically, ie, it gets half way then comes back down again! Takes about three attempts to get it to close! :( This is the same if using the remote though.
Had it looked at once under warranty and they just said it were the seals which were dirty. They cleaned them and it worked better for a while. It's out of warranty though now - I don't want to be stung for a fortune to get a new motor etc!

That sounds like the anti-squeeze kicking in because the window is sticking a bit.

It could be that the rubber seal is too grippy and creating too much resistance for the window to go up is the thermal cut off is cutting in and putting the window down. Like if someone got their hand stuck in it the window wouldn't close on it.
Possibly try lubricating the runners of the window with some thing like white grease. This is only a surrgestion mind.

I use it when im carrying heavy bags and dont want to have the hassle of opening the boot. I use the rear windows as a split-tailgate!
