I suppose that a lot of it depends on whether your car is an early 90bhp model or a later one with the vaiable vane turbo.
I had uprated injector nozzles put in my old 90bhp
Ibiza TDI, they gave a better push further up the rev range than my original nozzles, and made the car more powerful without a doubt BUT you would get a far more noticeable increase with a re-map.
Is your concern due to insurance issues?
It was quite a while ago I did my research any modifications now and things have moved on a hell of a lot, but if you have a look on fredsTDI club. There used to be plenty of info on the subject as all the Yanks used to have was the 90bhp model and had to use as many methods as they could to get power out of it, hence lots of ideas and mixtures of different modifications.
