From what I can remember.
Remove the steering cowels, one screw under the colum adjuster handle and two screws from the top, can't remember if the steering wheels has to come off?
Then you can see the two screws holding the plastic in around the edge of the cluster.
Remove that trim and you'll see the screws holding the cluster in, infact yeah the wheel does have to come off to get the cluster out.
Also the airbag comes off by inserting a screwdriver into the two holes at the back of the wheel, lever to tabs that you will feel and the bag pulls out.
Make sure you've disconnected the battery and left it off for 20mins
