status subject to change
there is a minimum height for headlights. ie the distance above the ground.
thus some sports cars have then half way up the bonnet.
lower than this they are considered fog lights.
(may be some dispensation for side lights, like on the mini..)
which, you are supposed to use when visablilty is less than 100mtrs
not sure what penalty is.

a telling off ... at worst

This country sickens me sometimes - how hard is it, really, for the police to do their job and pull people for 'minor infringements'

It's because of the (paper) work-shy freeloaders round here that our 20mhp speedlimit estate gets used like the bloody Nuremberg ring ... and not by kids, by corporate stiffs in their company BM's

Penalty for incorrect use of foglights can be £60 fine and 3 penalty points I believe.

If you want to know the official line I'd say have a look at the Highway Code!

And annoying/dangerous to other road users.

You cant see them when sat in your car - so pointless.

So just dont bother!

Dont know what the official line is on plates.

But a general rule of thumb is if you dont take the pi*s with them and dont drive to draw attention to yourself and you may well have hassle free driving.

Depends if you want to remain within the law, or sit in the 'grey area'

Highway code rule 211: You MUST NOT use front or rear fog lights unless visibility is seriously reduced (see Rule 201) as they dazzle other road users and can obscure your brake lights. You MUST switch them off when visibility improves.
Law RVLR regs 25 & 27

As it refers to it, Rule 201 says:
You MUST use headlights when visibility is seriously reduced, generally when you cannot see for more than 100 metres (328 feet). You may also use front or rear fog lights but you MUST switch them off when visibility improves

Its the MUST bit which means it is an offence not to comply

Penalty: £30, non-endorsable

The DVLA website has loads of info on this, but some of the most relevant ones for you will be:

The Euro-plate is a number plate that incorporates the symbol of the European Union (a circle of 12 stars on a blue background) with the national identification letters of the member states below. This symbol is located on the far left-hand side of the number plate.

Although it doesn't mention that fact that it HAS to be "GB" on a British car....

* Lettering should be black on a white plate at the front and a yellow at the rear.
* The background surface should be reflex-reflecting but the characters must not.

The British Standard also requires that a number plate must be marked with the following information: -

* The British Standard Number (currently BS AU 145d)
* The name, trade mark, or other means of identification of the manufacturer or component supplier. (The company who actually make the number plates.)
* The name and postcode of the supplying outlet.

Offences may result in any or all of the following:

* A fine of up to £1,000
* The registration mark may be WITHDRAWN
* The vehicle may FAIL the MOT test

Hope that's some help.......
