Do you drive an 8v GTI? If so, check the Small air pipe connecting to the main air duct that the filter attaches to.

I had a similar problem a few weeks ago. But in the finnish it wouldnt start at all. Apart from a wierd clicking/flapping noise coming from this pipe. Closer inspection found that there was a big hole in it and it was totally clogged with gunk/oil. Just put my finger in the hole where it enters the head and pulled out the gunk.

Then used a puncture repair kit to patch the pipe.

Might not be this but you could have a nosey.

Yea the smaller air pipe near the throttle body.

Im a bit unsure but i used to have a 1.4 polo, its probly a similar engine. Is there a big round box ontop of the carborettor (round air filter)? If so, check the pipe around the back of the box to the left (about 3/4 of an inch in diameter). This is basically the same pipe. I remember that that pipe on my polo needed cleaning out at least once a month.

Hope this has helped.
