boost at 8psi?!

Heres the problem - When i start the car in the morning and drive to work the car will only boost to around 8psi.if i turn the engine off and start it again the car will boost to 22psi.The only trend I found recently was that the temperature sempt to be below zero when it would only boost to 8psi. I changed the coolant thremostat to green top as had one to fit but no difference.VAG Come gives fault - 17705/P1297/004759 - Pressure Drop between Turbo and Throttle Valve (check D.V.!)
I have removed and cleaned the DV and checked all the vacuum hoses and appear ok,its really getting on my nerves and ideas?

8psi is Limp mode. It sounds like you have a boost leak somewhere. 22psi seems low to me for stage 2. I boost to over 25 psi on stage 1!

Check all hoses, intercoolers too.

I spent ages checking the hoses as it seems to be a commen thing but cant see any splits or lose clips plus it works every time other than when i first start which is whats really confusing me.
