16v Headlights Dipped/Mainbeam

Hi all, I have a question about the headlights on my GTi 16v, are the dipped beams meant to go out when you put the full beams on? Because mine do and the full beams are pretty much useless! I've tried adjusting the horizontal/vertical spread of the full beams but it hasn't made much...
