Best way to get rid of paint bubble?

Can anyone tell me how best remove a very small spot of rush which has formed a small bubble on my boot lid just under the seat badge. There is a tiny fault in the paint which i believe caused the rust. Would anyone recommend treating this like a chip and remove the rust and repair the paint...
