If you go for the 2 separate kits then yes, that'll be 4 ballasts. However, you don't really want to go with HIDs for the main beam, as they take a few seconds to arc up and steady down to the correct light. In those 10 seconds or so you'll get virtually no light to start with, then a changing colour spectrum until you get full light eventually. If you really need full beam immediately then you'll not have it. Consequently, people go for HIDs for the dip and standard bulbs for the main beam. That's what I did and it's not too bad.
