33 is the right pressure anything different will affect safety and economy and durability. A variation of over 3 psi is dangerous as reported by the RAC

guide, a recommendation, not a 'do this or die' strict instruction. Of course, since you claim to be an expert in this area, you will already know that the '
guide' to tyre pressures from the manufacturer tells you that for higher speed driving, you should increase your tyre pressures. And for heavier loads, you should increase your tyre pressure. And, of course, being an expert you will also know that the '
guide' is written with the standard tyres in mind... not the many different aftermarket tyres that people may decide to run instead. Which means you will of course know that each tyre behaves differently and may need the pressure adjusted to be safe, perform as well or simply feel right.
So the reason why some people may run different tyre pressures, could be any number of reasons such as the speed they often drive at - motorway Vs city - the load the carry around or the tyres they use.
