no fault codes

I have a seat Leon fr tdi pd170. No fault codes on vagcom. It is constantly underpowered, there is no loss of power all of a sudden but constantly feels slow and sluggish. I have changed the high pressure fuel pump and no lunch. I have changed the maf sensor and no luck either. What would be...
